David is a Chartered Construction Manager and Chartered Fellow of the CIOB with over 40 years' industry experience, including over 20 years' project-based experience as a Planning Engineer, Site Agent and Project Manager working for major UK civil engineering and design, manage, construct contractors. 

He has full UK Government Security Clearance (SC level).

As an Expert Witness specialising in delay analysis and project management, David has given oral evidence in the English TCC and in arbitration (London) as well as in adjudication and mediation.  He has submitted reports to the Court of Session (Edinburgh) and has been instructed to advise the Dutch Court (Rotterdam) in an EfW dispute.

David has applied his ‘hands-on’ experience in the management of the turnaround of distressed projects and has aided insolvency practitioners in the recovery of monies through formal process – international arbitration.  He has also provided technical advice in mergers and acquisitions, including for an Australian bank in the acquisition of a European based international infrastructure business.

  • Appointed Delay Expert for the reinforced concrete frame contractor on a large leisure project in a Court of Session case

  • Appointed as Technical Expert to a Dutch Court in relation to an Energy from Waste project
  • Appointed as Delay Expert Witness in a UK Arbitration
  • Appointed as a project productivity Expert Witness for a highways contractor
