Andrew has over 40 years of experience and provides services in delay analysis, preparation and defence of claim submissions, assessment and audit of EOT entitlement and, construction project management matters.

Andrew is a Chartered Construction Manager with extensive construction experience who is regularly appointed as an Expert and Expert Advisor on delay and construction project management matters in adjudication, arbitration, and litigation and recognized by clients for his thoroughly researched, clearly reasoned, “common sense” based analyses.

His experience has been acquired across a broad spectrum of building, power & utilities, industrial & manufacturing, transportation & infrastructure, oil & gas projects in both the UK and the Middle East under JCT, NEC, ICE, FIDIC, IChemE, and bespoke forms of contract.

Prior to 2007, Andrew worked for several major contractors for 25 years on a variety of projects within the civil engineering and building sectors, in various roles from site engineer through to projects director, with responsibility for projects from potential development scheme through to tender inquiry, construction and completion.

Andrew regularly presents at seminars on project time controls, delay, disruption and associated matters and is the author of several thought leadership articles including ‘Causation and Common Sense’, a review of Thomas Barnes & Sons PLC v Blackburn with Darwen Borough Council [2022] EWHC 2598 (TCC).

  • Adjudication: numerous party appointments by Referring and Responding parties on a variety of construction projects.
  • International Arbitration: testifying in a VIAC arbitration concerning delay to a complex basement construction in an east European capital city. Andrew worked with a structural engineering expert to opine on the extent of delay caused by alleged increases in reinforcement quantities.
  • Dispute Adjudication Board: party appointment concerning delay to a water treatment plant in the Middle East. Andrew testified on a concurrent basis (‘Hot Tubbed’) over 3 days.
  • Litigation: Prime London Residential Development Jersey Master Holding Ltd v Withers LLP [2021] EWHC 2401 (Comm). Party appointment in litigation concerning the demolition of a multi-storey building whilst retaining an operational high-end retail operation at ground floor level, requiring an opinion on a reasonable demolition methodology and demolition period, absent certain events alleged to have been caused by the negligence of the Defendant. Andrew worked with an acoustic expert to identify the extent of delay and changes in demolition and construction methodologies caused by alleged noise and vibration constraints with the extent of delay agreed between the parties at trial.
  • Construction Management: party appointment to opine on methodology and, reasonable lead-in and installation periods for replacement cladding on multiple
  • Party appointment in adjudication to opine on the sufficiency of temporary weather protection measures and routes of water ingress on a 460-bedroom student accommodation block.
  • Insurance: several party appointments to opine on ‘but for’ delay and reconstruction periods for construction projects damaged by fire and collapse.
